Instructions
Preheat steamer or deep pot with water to 2/3 capacity. Bring to gentle simmer.
Mix beef substitute, cabbage, garlic, ginger, green onion, soy sauce, sesame oil, cornstarch, and pepper until combined. Chill 15-20 minutes.
Line each ramekin with parchment paper. Add 1/4 cup water to base.
Alternate layers of rice paper and beef mixture (2 layers each), followed by 2 wonton wrappers per ramekin.
Cover tightly and steam for 20 minutes, peaking through lid to check doneness.
Let rest 5 minutes before inverting onto plates.
